During the meeting of the committee it was declared that the aim of the
recommendations (Reg. No5421) is the formation of the active innovational
policy of social-economic
development of the country. It has taken into the consideration the demands of
the modern life, external and internal challenges and their possible
consequences. Recommendations envisage the systematization and concretization
of the system of law of Ukraine providing the coordinated activity of the
power, society and entrepreneurship for the formation and implementation in
life of the state, regional programs of innovational development.
In particular it is recommended that the Verkhovna Rada should adopt in the first reading the Bill on the Strategy of Innovational Development of Ukraine for the Years 2010-2010 under the conditions of the Global Challenges. The Committee would be elaborating it with the amendments and propositions directed from the Ministries, committees, regional state administration etc. and would introduce it on the parliamentary scrutiny for the adoption it as a Law. Also, the Committee recommends that the Verkhovna Rada should activate the formation of the legislative basis of innovational policy, intellectual property market and innovational infrastructure, technological and scientific parks etc.
It is recommended that the Cabinet of Ministers should improve the structure of the state management in the sphere of scientific-technological and innovational activity, separating the functions of the central bodies of the executive power, implementing the principles of the individual responsibility and stability
The recommendations emphasize the necessity of the state support of the innovational activity through the grants allotment and financial guarantees, direct investment etc.
The role of the higher education is also stressed regarding the innovational development of the country. It is recommended that the autonomy of the higher educational estates should be broadened concerning the scientific activity, the strengthening of the state support regarding the young scientists etc.
